I can't speak for everyone, but I'd not be concerned until something hit at least 10%, and then I'd still likely try it if I needed it. I'd not try something that was 70% or higher, but I might try something that was 50% - at least 50 out of 100 people don't have problems. The drug above only had 25 people out of 13,500 with increased symptoms. That is 1 person out of every 540.
For example, antidepressants are at most, 2 in 10, or 20% and some are as low as 1 in 50. At the worst, that means 8 in 10 people report no issues.
Most of the drugs listed in this thread cause issues at much higher percentages - 50 to 100% - the majority of people who use them have increased symptoms. Almost all of us have a reaction to dipenhydramine, for example. There is no reason to even try it, especially as there are alternatives.
