My rls seems to have gotten worse since August. Beginning Aug. 1, I went to a physio for pain in my cervical spine
and have been doing at least some of the exercises ever since. Is it possible that these exercises have
exacerbated my rls? If so, should I stop doing them and if I do, will it help my rls?

It's possible it is related, but there is no way to tell, I do not think. The one way to know would be to stop and see, unfortunately. But, if you do that, you might worsen your back condition for which you are doing the physio!
